Ras Al Khaimah, however, held back from joining the federation initially due to various political and economic concerns. Consequently, negotiations began to integrate Ras Al Khaimah into the UAE federation. On 2 October 1972, Ras Al Khaimah officially became the seventh emirate of the United Arab Emirates, represented by its ruler, Sheikh Saqr bin Mohammed Al Qasimi, who signed the accession document.
