Ottoman Empire
An influential civil servant and reformist in the late Ottoman Empire, served as the 238th Grand Vizier. Implemented significant administrative reforms aimed at modernizing the empire. Exiled several times due to political conflicts, ultimately leading to his assassination in 1883.
