Achieved a significant diplomatic agreement with the Viking leader Rollo, leading to the Treaty of Saint-Clair-sur-Epte, which granted lands to Rollo in exchange for loyalty and cessation of raids. His reign saw the continuation of fragmentation within the Carolingian Empire.
